RCUBE implements a flow control mechanism based on the sending and the receiving of a special control character called FCC.
When the link controller of a given link has consumed 32 characters (a flit) in its
input fifo, it commands its output part to send a FCC on the link to inform the source that it can
send another flit. If the output part is transmitting data when it receives that commands, it
simply inserts the FCC in the flow. Similary, the output part of the link has an emission credit
which is increased by 32 whenever the input part receives a FCC.
